  • ანალიტიკური ორგანიზაციები ხელს აწერენ ხარისხისა და ეთიკის სახელმძღვანელო პრინციპების დოკუმენტს

    21 მაისს, საერთაშორისო ფონდმა ‘კურაციომ” თხუთმეტ ქართულ ანალიტიკურ ორგანიზაციასთან ერთად ხელი მოაწერა ხარისხისა და ეთიკის სახელმძღვანელო პრინციპების დოკუმენტს. ეს დოკუმენტი სტანდარტების კრებულია, რომლის მიზანია ჩამოაყალიბოს უპირატესი პრინციპები და უზრუნველყოს ანალიტიკური ორგანიზაციების მიერ უმაღლესი პროფესიული სტანდარტების დაცვა. ეთიკის ნაწილი აერთიანებს ისეთ საკითხებს, როგორებიცაა გამჭვირვალობა, ანგარიშვალდებული მმართველობა ორგანიზაციაში, ხოლო ხარისხის სტანდარტების მოიცავს კვლევის ხარისხის, ანალიზის და ადვოკატირების პროცესს.

    დოკუმენტი ანალიტიკური ორგანიზაციების ინიციატივით და აღმოსავლეთ-დასავლეთის მართვის ინსტიტუტის (EWMI) „საჯარო პოლიტიკის, ადვოკატირებისა და სამოქალაქო საზოგადოების განვითარების პროგრამის“ (G-PAC) მხარდაჭერით შემუშავდა.

    სტანდარტები ეფუძნება აშშ-ში, ცენტრალური და აღმოსავლეთ ევროპის სხვადასხვა ქვეყანაში არსებულ მსგავსი სახის დოკუმენტებს. წინამდებარე სახელმძღვანელოს პრინციპების სამუშაო ვერსიას ასევე გაეცნენ არიზონას სახელმწიფო უნივერსიტეტის საჯარო პოლიტიკის ექსპერტები და თავიანთი მოსაზრებები დააფიქსირეს. ხანგრძლივი დისკუსიის შედეგად და საჯარო პოლიტიკის კვლევის სფეროში საქართველოში არსებული რეალობის გათვალისწინებით, ქართული ანალიტიკური ორგანიზაციები საბოლოოდ ერთობლივად შეჯერდნენ და ხელი მოაწერეს ამ სახელმძღვანელო პრინციპებს.

    ხარისხისა და ეთიკის სახელმძღვანელო პრინციპების დოკუმენტის ხელმოწერით, ანალიტიკური ორგანიზაციები იღებენ ვალდებულებასა და პასუხისმგებლობას, განუხრელად დაიცვან ისინი, რაც თავის მხრივ უზრუნველყოფს ამ ორგანიზაციების რეპუტაციის, სანდოობისა და კვლევის ხარისხის გაუმჯობესებას.

  • Think Tanks Signed an Ethical and Quality Standards Document

    On May 21, Curatio International Foundation together with fifteen Georgian Think Tanks signed an Ethical and Quality Standards Document. The document presents comprehensive standards to guide the work of Georgian think tanks and establishes principles to ensure that the think tanks meet the highest possible professional standards. The ethical code covers organizational themes such as transparency, accountability and governance, while the quality standards focuses on research, analysis, and advocacy processes.

    EWMI G-PAC assisted Georgian think tanks in developing these standards, using similar documents from the US and Central and Eastern Europe as guidelines. Policy research experts from Arizona State University in the US reviewed the draft standards and provided feedback. Over months of discussion, and with great attention from the Georgian policy research environment, the Georgian think tanks developed, finalized, and adopted these standards.

    By signing up to follow those standards, the Georgian Think Tanks have self-imposed principles of excellence and have taken responsibility for following the highest possible standards to guide them through their work. The standards will ultimately raise the profile of Georgian think tanks among the public, as well as enhance the credibility and quality of the policy research.

  • HIV risk and prevention behavior among Female Sex Workers in two cities of Georgia, 2012

    Georgia is among the countries with low HIV/AIDS prevalence but with a high potential for the development of a widespread epidemic. From the early years of epidemic injecting drug use was the main route for HIV transmission, however, for the last two years heterosexual transmission is prevailing. According to the national HIV surveillance system, infections acquired through heterosexual contact account for 44.3% of all new HIV cases registered in 2012.

    This study represents the subsequent wave of Bio-BSS surveys undertaken among FSWs since 2002. Current study was conducted in 2012 using the Time-Location Sampling (TLS) sampling technique and managed to recruit 280 FSWs in total – 160 in Tbilisi and 120 – in Batumi. The objective of the 2012 Bio-BSS was to measure the prevalence of HIV and syphilis among FSWs, to provide measurements of key HIV risk behaviours and to generate evidence for advocacy and policy-making. The study was implemented within the GFATM-funded project “Generate evidence base on progress in behavior modification among MARPs and effectiveness of preventive interventions, to inform policies and practice” by Curatio International Foundation (CIF), Center for Information and Counseling on Reproductive Health – Tanadgoma and the National Center for Disease Control and Public Health.

  • საქართველოს ჯანდაცვის სფეროს ბარომეტრი, პირველი ტალღა

    25 აპრილს საერთაშორისო ფონდი “კურაციო” აქვეყნებს კვლევის “საქართველოს ჯანდაცვის სფეროს ბარომეტრი” შედეგებს, რომელიც საქართველოს ჯანდაცვის სფეროში მიმდინარე პროცესებს და ცვლილებებს აფასებს და ჯანდაცვის ექსპერტთა სამომავლო მოლოდინებს აღწერს.

    გამოკითხულ ექსპერტთა მიერ გამოთქმული მოსაზრებების საფუძველზე კვლევაში შეფასებულია ჯანდაცვის სფეროში არსებული მდგომარეობა 2012 წლის ნოემბრიდან 2013 წლის აპრილის თვემდე. კვლევაში მონაწილეობა მიიღო 91-მა ექსპერტმა.

    კვლევაში ყურადღება გამახვილებულია საყოველთაო დაზღვევის ეკონომიკურ შედეგებზე, მთავრობის მიერ ბოლო თვეებში გადადგმული ნაბიჯების მოსალოდნელ გავლენაზე კერძო ინვესტიციებზე, მოსახლეობის ჯანმრთელობაზე, სამედიცინო მომსახურების ხარისხსა და სამედიცინო განათლებაზე; ჯანდაცვის დაფინანსების პოლიტიკაზე.

    ექსპერტთა შეფასებით
    1. სამედიცინო მომსახურების ხარისხი კვლავაც რჩება დარგის ერთერთ საჭირბოროტო საკითხად, სადაც საგრძნობი ცვლილებები ჯერ არ გატარებულა;
    2. სამედიცინო განათლების გაუმჯობესების კუთხით მთავრობის მიერ ქმედითი ნაბიჯები ჯერ არ გადადგმულა. შესაბამისად ქვეყანაში არსებული სამედიცინო განათლების სისტემა ექსპერტთა აზრით არ არის ადეკვატური;
    3. ჯანდაცვის დაფინანსების კუთხით მთავრობის მიერ გადადგმული ნაბიჯები ექსპერტების სკეპტიკურ შეფასებებს იმსახურებს. ექსპერტების 59% ჯანდაცვის დაფინანსების კუთხით გადადგმულ ნაბიჯებს ნაკლებად ადეკვატურად მიიჩნევს, ხოლო 25%-ს მიაჩნია, რომ ეს ნაბიჯები აბსოლუტურად არ იყო ადეკვატური. ჯანდაცვის დაფინანსების კუთხით განხორციელებულ ცვლილებებს დადებითად მხოლოდ ექსპერტთა 15 % აფასებს;
    4. ჯანდაცვის სექტორის დაფინანსების მოცულობებს ათიდან ცხრა ექსპერტი მიიჩნევს, რომ გამოყოფილი დაფინანსება ნაკლებად ან საერთოდ არ არის ადეკვატური;
    5. ექსპერტთა 66 %-ის აზრით, მოსალოდნელია რომ სახელმწიფო პოლიტიკა კერძო ინვესტიციებს ყველაზე მეტად შეაფერხებს სადაზღვევო ინდუსტრიაში. გამოკითხულთა 39 % ფიქრობს, რომ კერძო ინვესტიციები შეფერხდება საავადმყოფო/სამკურნალო დაწესებულებებშიც;
    6. ექსპერტთა 61 % ელოდება, რომ მთავრობის პოლიტიკა მნიშვნელოვნად ან უმნიშვნელოდ შეუწყობს ხელს მოსახლეობის ჯანრმთელობის მდგომარეობის გაუმჯობესებას.

    კვლევაში მონაწილე ექსპერტები წარმოადგენენ სამინისტროებს და სამთავრობო სტრუქტურებს, სამედიცინო დაწესებულებებს, საერთაშორისო ორგანიზაციებს, პროფესიულ ასოციაციებს, სადაზღვევო კომპანიებს და კვლევით ჯგუფებს.

    საერთაშორისო ფონდი “კურაციო” ამგვარ კვლევას ყოველ ექვს თვეში ერთხელ ჩაატარებს, რათა დინამიკაში დააკვირდეს დარგში მიმდინარე მოვლენებს და ამ ცვლილებების მიმართ ექსპერტების დამოკიდებულებას. ფონდი იმედს გამოთქვამს რომ ამით საკუთარ წვლილს შეიტანს ეფექტური სახელმწიფო პოლიტიკის ფორმირებაში.

  • Problems related to the unsafe injection practice in the Health care facilities of Georgia-Policy Brief, research report, 2011

    In accordance with the results of Global Disease Survey conducted by World Health Organization in 2000, every year 21 million people are infected with B Hepatitis, 2 million – with Hepatitis C and 260 thousand are infected with HIV by means of contaminated injection. 40% of B and C Hepatitis incidences among medical personnel are associated with professional activities[1].

    Current policy brief involves goals and findings of the study undertaken by Curatio International Foundation. The study looked at a) whether facilities meet necessary requirements of injection practices, equipment use and medical materials and waste management; b) Determining whether injection procedures are implemented in accordance with the recommendations of the best practice; c) Identifying practices posing risk over patients, personnel and society in order to implement respective interventions.

  • Methodology Guideline for Conducting Bio Behavioral Surveillance Surveys among high risk groups, 2010

    Curatio International Foundation developed the methodological guideline for conducting bio behavioral surveillance surveys. The document presents standarts of undertaking studies and includes sections such as general definition of terms, indicators, analytical tables etc.

  • იმუნიზაციის პროგრამის ხარჯების ანალიზი მოლდოვაში

    2012-2013 წლებში საერთაშორისო ფონდმა ‘კურაციომ’ შეისწავლა რუტინული იმუნიზაციის პროგრამის ხარჯები და ახალი ვაქცინის დანერგვასთან დაკავშირებული ხარჯები მოლდოვაში. პროექტი დაფინანსებულია ბილ და მელინდა გეიტსების ფონდის მიერ.

    კვლევა შეისწავლის

    ა) მოლდოვაში რუტინული იმუნიზაციის პროგრამის ეკონომიკური და ფინანსური ხარჯებს და ცვლილებებს ხარჯებში;

    ბ) როტავირუსის ახალი ვაქცინის დანერგვის ხარჯებს;

    გ) დაფინანსების და ფინანსების მოძრაობის ძირითაი წყაროებს იმუნიზაციის პროგრამაში;

    დ) იმუნიზაციაზე პასუხისმგებელი დაწესებულებების პროდუქტიულობას და იმუნიზაციის პროგრამის ძირითადი ხარჯების წარმომქნელ ფაქტორებს.

  • 2013 თებ 07 ინტერნები კურაციოში მიღებულ გამოცდილებაზე საუბრობენ

    საერთაშორისო ფონდი ‘კურაციოს’ ინტერნშიპის პროგრამის ფარგლებში დეკემბრის თვეში ორი სტუდენტი ეწვია. ლუჩია კალიცო (მაკალასტერის კოლეჯი, მინესოტა) და ლორა კოვარუბიასი (ჯონს კოპკინსი, საზოგადოებრივი ჯანდაცვის ბლუმბერგის სკოლა) აქტიურად ჩაერთნენ ვიზიტის პერიოდში მიმდინარე პროექტებზე მუშაობის პროცესში.

    მათი თქმით, გამოცდილება, რომელიც მათ კურაციოში მიიღეს, საზოგადოებრივი ჯანდაცვის სფეროში წარმატებით მუშაობის გაგრძელებაში დაეხმარება.

    კურაციოში მუშობდა ინექციური ნარკოტიკების მომხმარებელთა ქცევაზე ზედამხვედველობის კვლევაზე.

  • Hosting interns from international universities

    In the framework of its internship program, during the first months of 2012 winter, Curatio International Foundation hosted two interns Lucia Callizo from Macalester college in Minnesota and Laura Covarrubias from Johns Hopkins Bloomberg School of Public Health.

    Interns made useful contribution to CIF ongoing research projects.

    As interns say, their experience at the Curatio International Foundation will help them foster their careers in international public health research.

    She previously served as the Marcy Gross Intern for the National Research Center for Women and
    Families, where she was responsible for the organization’s public policy efforts to reduce violence
    against women. Prior to her research at the Curatio International Foundation on HIV risk behaviors
    among injection drug users in Georgia, Laura contributed to a forthcoming research paper on the
    screening practices for teen dating violence in Baltimore, Maryland.

    Laura graduated from the University of Texas at Austin with a Bachelor of Arts in
    Sociology and Bachelor of Science in Radio-Television-Film.
